dish soap (ajax, dawn, etc) or simple green (not diluted)
toothbrush (not your current one or wifey's unless she has pissed you off recently)
sponge with a scrubby side
tweezers to remove any possible gunk you can't initially scrub out
and finally, rags or old tees.
Depending on the severity of the clean, you may have to do an initial scrub, let the soles soak for up to five minutes, then scrub again. Don't go a week without cleaning white/light soles though; once the stains settle in, that's generally it. You won't get 'em out.

cap full of peroxide
